Why Does the Law Require Inspections for Towing Vessels?

 

A: The Coast Guard and Maritime Transportation Act of 2004 made towing vessels legally subject to inspections. Currently, in 2011, the Coast Guard has proposed a rule that explains how the required inspections should be conducted. If the proposed rule becomes final, then approximately 5,200 towing vessels used in U.S. waters would be subject to annual inspections by a towing safety management system or the Coast Guard.

These inspections are required because there are, on average, 156 towing vessel accidents every year. These 156 towing vessel accidents result in approximately one quarter million dollars in property damage, 23 deaths, 146 causalities, and 26 oil spills.
